Taylor (Chairman, Harris Poll) grounds his discussion of public diplomacy in the "overwhelming" decline in world opinion due to U.S. "foreign policy, the Iraq war, and the so-called war on terror." His article offers a definition of public diplomacy followed by brief assessments of "the limits of spin," public diplomacy and traditional diplomacy, the relationship between actions and words, multi-faceted images, American exceptionalism, "the say-do problem," and the role of the media.
