House of Commons Research paper 99/34 By Tim Youngs, Mark Oakes and Paul Bowers and published in March 1999. It provides information on the NATO decision to launch air strikes against the Federal Republic of Yugoslavia as a result of Yugoslav non-compliance with the terms of the Rambouillet peace accords. The paper examines the build up to the crisis and diplomatic efforts made to avert it from October 1998 to March 1999. It also considers the legal basis of the use of force and opinion concerning the air strikes in the UK parliament. Appendices contain details of the NATO and Yugolav forces. A detailed history of the background to the Balkans conflict is provided in Research paper 98/73 'Kosovo'. Developments between July and October 1998 are traced in Research paper 98/93 'Kosovo: Diplomatic and Military Options'. both these documents are indexed in the SOSIG catalogue.
